Encouraging players to take the initiative

I'm constantly afraid of railroading my players, so I try to provide a variety of plot hooks and options for the players to move forward on, letting them make the choice. But what I've found is that no matter how many or what type of hooks they're offered, they won't go for it unless it's virtually forced onto them.

I want to add that, at least in my case, the players don't go off road. They just don't know what to do if they are not spoon fed ideas.

I think this would be a great video topic and I would love to hear Colville's take on it. One question I would have though is how much tolerance do you as a DM have for players durdling around? Part of encouraging players to take initiative is making space for that in the session, i.e. you saying, what do you want to do? and then making it clear that you will wait until they have an answer. It ain't easy! You may need to get more snacks to prepare :D
